
I have learned through trial and error that I have to attack Napoleon as soon as possible in order to fight him to a stand still. Napoleon never fails to attack his closest neighbor. Maybe it’s a bug in the game because I have even set leaders to randomized personalities. Napoleon Always Attacks His Closest Neighbor The game designers obviously give the AI players extra resources to begin with to make the game more challenging for you but if you don’t anticipate these extra resources you’ll quickly be overwhelmed in a total AI game at Deity level.

In addition to the extra settler they also start out with a scout, a worker, and 2-3 warriors. I have never found an AI opponent who did not have 2 cities by the time I got to his territory (usually within the first 10 turns).
